Jones Falls Locks.

See that closed chute 3/4 down on the photo? That’s a sluice gate. They open those to let water in from the higher level (on right in this photo). Then when water is at equilibrium they open the gates. Jones Falls has the highest walled locks we’ve seen so far, maybe the highest on the whole canal. Not sure.
